Irb"s were made mandatory by the national commission for the protection of human subjects of biomedical and behavioral research (the same commission that wrote the belmont report). The irb is a panel of people who determine if a proposed research study is ethical by the principles of the belmont report. It is composed of at least 5 individuals of varying backgrounds. At least one must be a scientific member. At least one must be a non-scientific member. At least one must not be affiliated with the institution. Every institution that conducts research, like colleges and universities, has an irb. Each institution that has an irb can use whatever name they want. No matter what they choose for their name, the irb must adhere to the agency"s irb regulations when studies are reviewed and approved.
