Emotionally disturbed (federal definition) - exhibits one or more characteristic over a long period of time, which adversely affects educational performance. Inability to learn not explained by intellectual, sensory, or health factors. Inability to maintain appropriate relationships with peers and teachers. Inappropriate behaviors or feelings under normal circumstances. Tendency to develop physical symptoms of fears associated with personal or school problems. Includes children who are schizophrenic, but not those who are socially maladjusted, unless it is determined that they are seriously emotionally disturbed. Emotionally disturbed (national mental health and special education coalition) - disability characterized by behavioral or emotional responses in school so different from age, cultural, and ethnic norms, so much so that it affects educational performance. More than a temporary response to stressful events. Consistently exhibited in two different settings, at least one of which is school related. Unresponsive to direct intervention in general education. Restraint has become a very controversial topic in the last few years.
