Putin controls the media, monopolized from the government"s point of view, especially during elections. Power vertical challenges from outsiders in provincial areas, challenged the regime. Putin eliminate elections for provincial governors and now he elects them himself they are con rmed by people in his bureaucracy, always get approved. Putin leaned on his cronies to keep the people in work.
