House: appropriations, ways and means, budget, commerce, rules. How one gets a committee assignment: members want committee assignments that will help them get reelected, gain influence, and make policy. New members express their committee preferences to the party leaders. and those who have supported their party"s leadership are favored. Committee chairperson: they are the most important influencer of congressional agenda. Their big jobs include scheduling hearings, hiring staff, appointing subcommittees, and managing committee bills when they are brought before the full house. Most chairs are selected by the seniority system. Bill: a proposed new law introduced within a legislature that has not yet been passed, enacted or adopted. Public bill proposed legislative bill that deals with matters of general concern and application.
