Head start benefits dissappear once students enter kindergarten with no support: negative social capital: adverse conditions for parents and schools. -parents and schools cannot draw from neighborhood resources . -schools in high poverty communities operate in isolation from local organizations (churches, social service agencies, recreation centers). -school staff views neighborhood as dangerous (do not form relationships with local leaders or organizations).
