The dillingham commission characterized the old immigrants as weary of and suspicious of new immigrants. Said that they were unskilled, hungry for riches, and crowded the streets. Some people, like lodge, urged restriction of immigration. The irish came as old immigrants, but are more closely associated with the new immigrants.
