About 20% of japan"s male head of house voted (1 in 5 houses). Harakei was assassinated 3 years ater becoming prime minister. Pork barrel poliics poliicians secure money going into certain areas to secure votes. (steer gov"t spending to certain districts) 21 demands of 1915 asking for japanese inluence on chinese gov"t. China started to view japan as most dangerous. Japan wanted china to think of them as the protecive older brother.
