The department of homeland security: 180,800 employees. Policymakers lack time, exercise, or manpower to implement the policies they pass. So, they have developed and staffed a large bureaucracy to administer the laws of the land. Yep: excruciating detail, mind-numbing repetition (going postal) Nope: cash money, power, survival mode. Topical: as lawmakers pass a law, they either identify which agency is responsible or implementation, or they develop a new one charged with the task. The result is you have a topical organized bureaucracy. That is you see a series of issue specific agencies in charge of a particular group. Hierarchical: to maintain that order, the bureaucracy is organized according to a chain of command, one where the president is on top. But once there, you had job security: the spoils system. Growing bureaucracy led not only to more positions, but also to a true system, with massive turnover with a new administration.
