The institutionalization of congress means that congress has become more complex by adding committees and turning congress seats into a professional career. The cause of this institutionalization of congress originated from the increase in salary of the position and the increase in the number of seats in the house. The majority parties of congress have a ton of power. The party leader can bring pretty much any piece of legislation to the table whenever they choose. The reason for this is that in principle, the majority party is the party chosen by the people. So, they want to see that party"s legislation passed while they have control. The goal of congress is to govern the country as well as possible. Congress is the link between the lawmakers and the people. Substantive representation is when the representative you voted for votes for the issues you are passionate about. Delegates are people elected with the trust that they will figure it out.
