Somebody who kills 4 or more people in a single location during a single period lasting minutes to several hours. More or less continuously killing people at multiple locations, no cooling off period. 3 or more victims at separate events with a cooling off period in between. Input phase: collect all crime scene evidence that you can. What type of homicide, is there a motive, what sort of risk to offender and victim, where was it committed.
