Crooked arrow syndrome: states that do not want to sacrifice themselves, but they sponsor terrorists groups to send them to do their bidding so they don"t directly attack other states but send proxys to do it. Behind all of these groups are serious and well-planned financial organizations. Damage multipliers: anything that makes the actual violence of the act worse. Ex: if i put a whole in a ship, the damage multiplier is the water. Gets dramatically worse under certain conditions (better to set a fire when it"s windy and not when it"s about to rain) Terrorists organizations do not have a limitless supply of recruits.
