Despite this counter-terror operations are a divisive political and military issue in many countries. Group that was active for decades that used the same pistol in every killing. They collapse when a few of them get caught because by then they were in their. Spain is besting eta (not complete yet though) Has to be able to accept all sorts of political firestorms from own party and political opposition party. Can only do it if you can withstand it internally. Strong, charismatic leaders, the rank and file will listen to what they say and bring the group along with them. If there is no public support for these negotiations the government can"t win. Sometimes requires extensive social plans and cost a whole lot of money. State wont win unless they understand what makes the group tick.
