Uci study estimated characteristics and recidivism for parole/prcs: test wit cdcr release cohort prior to realignment, used parole and prcs definitions to split cohort into two groups, estimated offender background characteristics, calculated 3-year recidivism rates. Prcs recidivism rates are higher that state parole. Offense risk and violation severity determine response. Outcomes not impacted by use of tool: offender risk and offense severity not used more consistently than before, no reductions in returns to custody, no differences in short-term recidivism rates, return to custody rates remained high. Policy 2: use of risk in reducing parole supervision: parole reform effort based on best practices, reduce supervision for low risk parolees. Increase supervision and services for higher risk: mechanism: policy reduces parole revocations which reduces prison population. Supervision policy used mostly stakes for eligibility: no serious offenses, no violent offenses, no violent sex offense or sex offender, no validated prison gang member, no prison disciplinary incidents, low- or moderate-risk to recidivate.
