Civil rights act of 1964 (before was kenney"s civil rights bill of 1963. Comprehensive bill- covers racial discrimination in all facets of ilfe. Education, employment, etc. going to create government agencies and commissions to look into things. Going to require federal power over state level discrimination. Going to reconfirm reconstruction rights given to black and then taken away. Comprehensive hard to pass, liberals and democrats (liberal to moderate republicans) and civil rights leaders decided to go for it: bi-partisan support. Republicans split outside south as well (pinstripe republicans large corporate owners, small-town business men, conservative primarily for econ, reasons). Helped bill pass pretty easily once got past the poison pill. Cloture very hard, almost impossible. but it happened. Ev dirkson (r-illinois), whole thing depended on dirkson.
