There are things that we need to look at when we think about how the commission has evolved since the beginning, which was called the high authority. It was first envisioned as a proposer, in the sense that it is the only one that can initiate legislations. Now, as time has gone through and more treaties have been written and the institutional structure of the eu has altered it is now becoming more of an implementer of policy. Part of that comes down to it being a defender of the treaties. One of its main jobs is to punish the member states that do not abide by the rules. So, that is why the commission can take a country"s government to the court of justice.
