Usually, you get an image that is not georeferenced or placed (just a fancy photograph that shows up in the software but doesn"t know where to locate itself). We need to go through the process of georeferencing in order to locate places on the image. Raster data is composed of multiple bands, so don"t double click on the raster data file, which takes you into the guts (too much detail). You might not be able to see the raster data even after you add. You probably won"t see the raster data layer anywhere near the other vector data. You can see all the data by clicking the globe shaped tool: zoom to full extent . Under customize bar, select georeferencing toolbar to begin the process of georeferencing. Instead of having to select and deselect two layers, highlight both of them and right click to group into one layer.
