Most refugees located in sub-s and n. africa and central asia. 50% of all refugees originate from only 3 countries: Vs us definition (1950-1989): those fleeing a communist dominated state. Set in unequitable reactions to people fleeing other circumstances. Refugees who go to any country which is a signatory to the 1951 convention, and from there (haitians in the 80s- we made them go back) apply for protection, they become an asylum seeker.
