One program, common budgetary framework, the one fund (opional), one leader, operaing as one, communicaing as one. Determine the un"s comparaive advantages and prioriize intervenions. Prepare a results matrix for all areas of intervenion. Need a baseline, which determines the most pressing need for the country. Outcome + undaf acion plan/ outcome + outputs.
