False positive (strategic rati ers) : rati ed treaty but don"t implement it and comply with the terms of the treaty. False negative : don"t ratify but generally do what the treaty would"ve obligated to do. Since rati ers: ratify and generally do what they"re supposed to do. : haven"t rati ed and aren"t doing what the treaty would obligate to do. : a lot of these countries are already doing what the treaty obligates to do, so ratifying is at low cost and no change in domestic behavior: bene ts for sincere rati ers international image/legitimacy and help spread norms. : too much cost to ratify treaties: hurdles to rati cation usually in democracies ex. 2/3 of the senate, high rati cation hurdle: federalism don"t want to impose too much, the state has rights.
