Georget marshall at harvard"s commencement (5 june, 1947) announced the marshall plan. Colonized spaces were at the time pulling away from colonial powers, but there was a new mode of economic imperialism. On the one hand it lifted europe out of its poverty. On the other hand, introduced a new geopolitical division. Between 1947-1952, erp spent about 13 billion dollars in western european recovery. Italy received chiefly coal and grain (grain, given devastated 46-47 winter). 80% of all wheat consumed by europeans between 1949 and 1951 came from us economy. Not just economic benevolence also geopolitical act and political act to solidify western european govts with us against communist russia. Future communist bloc countries were absent from meeting. Stalin at bolshoi theater in 1946 gave a speech condemning us. Diplomat george kennan was present for that speech, sent long telegram from moscow in 1946 to truman, solidifying truman"s fears that soviet govt bent on expansion and own supremacy.
