Human nature doesn"t change but many factors do change that lead to war. Some argue that certain leaders greatly contribute to war. Vladimir lenin theorized capitalist states were more likely to engage in war. Woodrow wilson theorized that democracies are more peaceful while autocracies and communist countries are more ambivalent. Anarchy of states system, the lack of centralized or hierarchal regulatory powers, contributes to war since states can not be controlled or stopped from engaging in war. Realists believe that even with all democratic countries, anarchy would still result in war. Democratic peace theorists would believe that there wouldn"t be war and con ict if every state was a democracy.
