Manual-genital stimulation is the practice that is least likely to be counted as. "sex," even though it"s relationship to desire for orgasm is not known to be different than other practices. Many people engage in sexual activities without the expectation of an orgasm, young adults report especially low rates. Some people count oral sex as sex and a part of losing virginity, but others do not. Some might say sex does, some might say romantic involvements but not sex, some might say online sexting or flirting. Prior to 2003, many states had one set of laws on the books governing heterosexual assault and separate laws against all "sodomy" or sex other that the "penis and vagina" standard--sometimes called deviant sex, moral depravity, or perversion.
