Every dutch province had such a meeting of all states. Decision by a discussion of the states. Council of the states of holland oath if you wanted to be a ruler (charles did the same: attempt to centralise the legal system. Charle"s territories in the low countries: provinces which were even more disparate than was a case with his spanish realms. Need of centralisation: desire o reduce the various differences between his possessions. Area of the law: heterogeneous nature of charle"s empire[the most important aim] Provinces v. provinces: e. g groningen & flanders, holland. Within the province inside: different types of law co existed alonge one another. Each area, town & place had its own law. The inhabitants of the empire in te low countries were attached to their judicial individuality.
