The multitude of legislative procedures in the eu. Multiplicity of actors interact with one another via a myriad of channels. 3 acctors: those associated with the eu institutions, those associated with the ms governments, those associated with euro-level and national level, non-institutional and non- governmental interests. Policy processes are variable and fluid (active role or not, considering possible political damage, lack of appropriate power resources) Emu policy actors: ecofin, eurogroup, european central bank. Some policy decisions made quickly and a relatively small number of people using procedures that are easy to operate, whereas other decisions are taken during complex and exhaustive processes involving many different sorts of actors. Multi-layered structure often no clear lines of authority or hierarchy. Different levels of seniority (numerous forums in which representatives of the ms meet) Degree of formality and structure (formal and structured meetings not well equipped to find compromises and build majorities vast network of informal and unstructured channels)
