One of first leaders to help improve housing conditions, sanitation, worker safety, garbage disposal. Germ theory by koch and pasteur was that germs were the cause of disease and before this people believed diseases came from bad smells or religion. Sanitation and quarantine were used to prevent and treat disease. Chronic vs infectious diseases had more of a spotlight. Infectious became less important, chronic disease were the biggest health concern = nutrition more emphasized.
