They began to bring in commoners to help the administration with this crisis: the commoners then wanted special treatment, to be regarded as nobles. The country had slow inefficient transportation, and no unified currency. Philosophes began attacking the church, politics, and money. The prime minister attempts at tax reform in the mid- 1780s. The assembly of notables (1787) is formed: the nobles agree to pay taxes in return for more power, the king refuses and the crisis continues, the people become aware. Three estates have representation (last met in 1614) The king calls them to consider tax reform. The estates general puts power in hands of the privileged.
