Some of the main values include equity, efficiency, liberty, and security. The problem is that we do not all agree on the same set of values, which makes creating public policy difficult. Not only do we have different values, but some values conflict with one another. When it comes to values, there is no objective truth. So no one side is objectively right when it comes to favoring one public policy over another. Public policies reflect not only society"s most important values but also conflicts among values -kraft & furlong pg. This is a statement of fact that can be solved empirically. This is more of a statement about what should or ought to be done, even if scientific evidence doesn"t always support it. Institutions are responsible for reconciling our difference among values. We agree to the rules of the game of how this process is carried out.
