The anarchic system emphasizes the security dilemma because states have to emphasize national security. Only by maximizing their power can states ensure their national security. Power: the ability of a state to inluence other state either through economic, social, or military means. Capability: the more concrete ability for a state to perform a task. Hegemony: the dominance of one state over another via power and capabilities. John mearsheimer = ofensive realist: states have to become regional hegemons in order to succeed, global hegemony is impossible. Kenneth waltz = defensive realist: state seek to maximize their security, not their power, by invading foreign countries, a state makes itself less secure.
