Dod"s definition does not include civilian to include soldiers as potential victims of terrorism. For a long time, states were included in the definition. Target: government, other people who should be scared. Education- well educated engineers (lot of groups like education) Costly signalling (as opposed to cheap talk) Act to show they actually mean it. States that care about human rights won"t come in full force. Persuade population that enemy is untrustworthy and must be vigorously resisted. 2 groups competing with each other for support from same group of people. Escalate violence against israel to show how committed they are. Doesn"t work if people don"t want an escalation in violence. With ideological groups they outbid on purity of ideology. When 2 rival parties are coming to peace, a third party can come in and ruin the trust between the 2. Plo says they are moderate, if deal is a go then no more violence.
