Difficult to make a universal definition because terrorism has many faces. Can include intimidation, assassinations, bombings, hijackings, theft, military-style attacks, kidnappings, and other violent/threatening acts. Yet, not all bombings, killings, thefts, kidnappings are acts of terrorism. Motives = political, religious, ethnic, racial, other ideological purposes.
