We are always to preserve the rest of mankind. And to uphold the rights, liberty and right to own property. We are not to harm the innocent. If we are to harm anyone, it is to protect the lives of the innocent. Universal moral truth: ex: action heroes do not kill innocent people. State of law, state of nature, state of civil (?) Municipal laws= his word for laws of an existing government, he says that they are based off of the laws of nature. John stuart mill: too much social interference will do more harm than good. Duty of the state is to get the law of nature enforced. Safety of the innocent is to be preferred. page 11.
