U. s history ii study guide: reconstruction- federal government policy for reconstructing southern society to reunite the country and remove motivations for civil war. Goal was to reintegrate the south economically in the united states. Reduce the southern planters class"s monopoly on power. Provide a stable economic solution for freed slaves: sherman"s special field order #15 (january 1865) In 1866 radical republicans regain control of congress. Ironclad oath- this required certain government officials, employees and members of certain groups to swear that they had been loyal to the united states. This disenfranchised the vast majority of the southern population and enfranchised freed slaves: fourteenth amendment- anyone born in the united states is inclined to do right, fifteenth amendment- no one shall be denied the right to vote. In 1868 president ulysses s. grant is elected and congress passes reconstruction acts: Creation of five military districts in the seceded states. Required congressional approval for new state constitutions.
