John milton"s piece- all speech should be free (not limited to people with licenses, fundamental for democracy) General idea: congress shall make no law prohibiting the free exercise of speech press, or the right to assemble (for petitioning the government) 4 models of expression (not clear-cut and strict definition) Authoritarian model: the person in power controls the media/information that is available to the public ex. , russia: putin controls about 90% of the media. Prior restraint: blocking speech before it can occur (illegal in the u. s. ,) no one can stop you from publishing something (exception- unless it is a threat to national security, up to judgement)
