Form of housing development is not done by private housing market or state governments. Shadow cities cities made from under the noses of government officials, unplanned. Misconception however, slums do not come from the result of these. 78% of residents of least developed countries live in slums. Of india"s city dwellers live in slums. Slums in 21st century are increasingly targeted for demolition/relocation, increasing the vulnerability of the poor.
