A lot of countries at that time were developing their own idea of politics. The answer for those were usually no, which showed that the concept of modernization theory was very detrimental to most of the developing worlds because it was based on western beliefs. People go into the rest of the world and try to compare countries with other functioning political systems to westernized political systems and see how the results are inconclusive. Modernization theory has its own way of looking at the world. Grand theory is looking to try to see if there is one overarching question that can explain how the world can actually work.
