(ex: Admitted that many actions were unconstitutional, but necessary to save the union. Established precedent of pres taking control during times of crisis: public expectations. Fdr proposed series far-reaching programs, subsidies, public works projects. Since 1930s, americans have demanded that government ensure prosperity. Government steps in when natural disaster strikes. People need reassurances that someone in government is responding to the crisis.
