The higher the elevation the cooler the temp. Since it is surrounded by mountains it gets warmer. The cooler air on top of the mountain is denser so it is falling down keeping the smog from leaving and distributing up. Leaky infrastructure (pipes) due the different sinking speeds of different parts of the city. Sank 30 feet during the last century because of the overdrawn aquifers. (one of the highest rates everrrr) Houston suffers some similar problems but not at the same extent. The north half has the same seasons as us while the south has opposite seasons.
