Texas businesses and households and say on a smaller scale texas were more able to take us into an upward spiral. Better able to buy and sell things, manage credit, etc. There was more of a cause then just the federal govt. Minimum wage was puny and didn"t apply to ag workers. Still lifted up wages at the very bottom which then means more money gets spent which means more people get higher wages. Spin offs from jet fuel etc meant new money making industries for people to be a part of.
