It is harder to oppress a minority you would have to put together many different factions or collection or group of a lot of minorities to become the majority. States could more easily oppress the minority (wealthy) National politics will men of better character than that of local and state. Men of good character will win high office because it is big. Constitution is designed to stop the federal government from affecting the local government. Constitution of the us was not approved by voters but rather state legislators. Antifederalist wanted federalism, strong indeipendent states and a weak national government.
