Local government is what makes the most direct difference. Big problem is the language gap, because different cities and states use the same or different words to describe the same thing. General purpose local governments provides lots of different kinds of services. Counties, cities, towns are all general purpose governments. Alexis de tocqueville talked about towns and townships. In most states they are called counties, some states uses other words. Such as lousisnana calls them parishes, or new york burrorws. Counties provide government where other governments do not. There are lots of counties but also very different. Admin from king jobs in counties: tax collection, collect revenue and ensure laws are followed. Counties were also places of court hearings, the word court is from the kings court that traveled.
