Bismarck works to build up a strong relationship after 1866 with austria-hungary in order to be able to form an alliance later. From 1871-78 there was friction between austria-hungary and russia over who would dominate the balkans; war is only avoided when bismarck agrees to host the congress of berlin in 1878. Ensures that a-h would not drift over to the french side.
