Developed standing armies, centralized admin structures (included rationalized bureaucracy- look at people"s skills and abilities and create segments within bureaucracy, capability to tax the countryside (very important-mobilize resources) After westphalia, the sovereign state spread to other parts of the world, mostly through modernization, imperialism and trade. Facilitated by rise of nationalism: nations should have their own sovereign states. Number of states rapidly increased in 19th and 20th centuries, especially after ww2. Somalia: other states need to recognize you as a state to be successful. Contested states-e. g. kosovo, palestine: multiple claims on them, may be recognized by some and not all. Theory- an explanation for why or how outcomes occur: can be predictive or uncertain. Variable- a factor that changes and can be measured.
