Rationalized bureaucracy: looking at people"s skills and abilities thus creating segments w/in bureaucracy / trying to get the most out of human capital for benefit of government. After westphalia, sovereign state spread to other parts of the world, mostly through modernization, imperialism, and trade. Facilitated by rise of nationalism: nations should have their own sovereign states. Nationalism: orders of nation should be same of orders of state. Numbers of states rapidly increased in 19th and 20th centuries, especially after ww2. Let"s see if states are doing what they"re supposed to do. Every group getting their own state = balkanized. Theory: explanation for why and how outcomes occur. Why do countries do what they do? (broad) What were the causes of the first world war? (narrow) Variable: factor that changes and can be measured. Hypothesis: statement drawn from a theory, which proposed a testable relationship b/w two or more variables.
