One of the things that got the constitution ratified was that it could be amended. Wanted to make it not too hard and not too easy. Most state constitutions didn"t say anything about amending: assumption was if going to change these constitutions, the legislatures would just vote to change it. Legislature could not cancel elections in state constitutions. Some states allowed people to petition to change state constitution. Didn"t allow us congress to do amendments by themselves. Two ways to propose an amendment: 2/3 of state governments asks congress for a constitutional state. Congress calls constitutional convention proposed amendments (never passed this way: 2/3 vote in us house and 2/3 vote in us senate.
