Usually enacted by a representative body of citizens. Statutory laws, clean water act, voting rights act, etc. People are free to make the law between themselves. With certain exceptions, people are free to make their own legally. Governance in america follows a concentric and overlapping model of authority. Each circle of government has defined areas of responsibility. Some areas can overlap or even conflict. All laws must be in compliance within the defined powers of their state constitutions and the us constitution.
