Self-help system: because of the state of anarchy, everyone is working for their own benefit. States aren"t the only actors anymore -- igos, mncs. States will try diplomacy, will try to negotiate their way out of conflict. You have to have repeated play -- states will continue to act with each other, follow through on promises, punish others for not following through. Ideas are an important part of state action. Ideas spread and change in social interaction between actors at many levels. As you interact with others, your ideas about yourself change, and their ideas about themselves change too. If we have developed an understanding that military power is the most important, this would produce a system based on military strength. Not necessarily predetermined that the system would develop in this way. The system can evolve along with people"s changing identities/values/interests.
