Any action performed by law enforcement officer that is unethical, against established employment guidelines, unconstitutional, or criminal in nature. Malfeasance - bad acts (wrong if anyone does it) Officer carrying out responsibilities, but in an improper way. Categories of misconduct that fall within the 3 general categories above. Looking at whether or not there is discrimination that black drivers face. When you try to create a set of characteristics to detect something you can"t measure directly. Whether or not race can be used in conjunction with other profiling types is constitutional. Residents are often subjected to higher levels of police suspicion, stops, interrogations, searches. Unintentional race bias in the number of vehicle stops. Without identifying information, they focus on the things that they can identify. Stereotypes automatically and often unconsciously become activated and influence behavior. Police must often quickly process large amounts of info with few unique descriptors. Cognitive biases may influence discretionary decisions about who to pull over.
