Ph labs face major cutbacks in funding and forced to cut costs and logical target is low volume test. State hygienic lab (shl) in iowa decides to keep mumps test. Mumps outbreak begins in iowa and spreads to neighboring states, iowa implements incidence responses plan. Lack of fully understanding the magnitude of mumps outbreak.
