In the last 20-30 years many countries in the developing world have democratized. In 1974;142 countries, in 2005;192 countries (64. 1% countries) Schumpeter: the democratic method is that institutional arrangement for arriving at political decisions in which individuals acquire the power to decide by means of a competitive struggle for the people"s vote . Representative democracy with people who get to decide for the people. Schumpeter- thinks as long as elections are free and fair its a democracy; just looks at election day. Robert dahl- believes in order to be democracy you must look beyond election day. Citizens must be able to formulate their preferences. Citizens must be able to express their preferences ---> individual and collective action. If people think interests aren"t represented they can start groups in the political arenas. Preferences weighed equally in the conduct of the gov. I vote=1 person, just because one is more educated or rich doesn"t mean their vote means more.
