The framework is so ambiguous and hard to apply to cases, that others involved in the massacre were not prosecuted. All the people who died were considered enemies. Not very distinct at all, no distinction between what can be done and what can"t be done. Calley case came down to how he should"ve interpreted of the same orders that calley got.
